No, after the first 3 years of a car it needs to be smogged to register the car. I think the only exception to this is hybrid models. I have a hybrid that is 6 years old and never had been required to have a smog done.

No, its not exempt. There were differences with the GVWR that the heavier models didn't have a smog pump while the light duty F-250's did have them. Effective 04/01/05: All vehicles 1976 and newer vehicles will be tested according to state emission law. This law repeals the 30-year rolling exemption.
