It's on the same plug as the hazard flasher, so you have to take off the dash panel, which isn't hard to do. My signals and flashers werent working so I had to take off the panel and put in some conductive gel into the plug contacts to get them working again.

The turn signal/hazard flasher is integrated into the flasher switch. A very common failure on these cars.
Above the radio there is a button with red triangles on it. That is where the turn signal flasher is. You have to take the dash off to get to it.
The 2001 Monte Carlo emergency flasher relay switch and the turn signal flasher relay switch are the same. The flasher relay switch simply plugs in and out.

I hunted and hunted a couple years ago for the signal flasher for my 1996 Monte Carlo. At the factory for some reason, it is hidden at the left side of the steering column where it enters the cars firewall. I can't take credit for find it. I was talking to a counter salesman at Auto Zone about not being able to find the signal flasher. He walked out to my Monte and went directly to the above location and pulled it out from the hidding place. The signal flasher was good. My problem with the turn signals not flashing was the button that is pushed down to activate the emergency flashers. I removed the button which was loose in the factory hole and used a pair of needle nose pliars to pull up on the switch where the button was. Signals working again. I think the installers of a recent new turn signal switch at GM Chevrolet dealership messed it up I installed the turn signal flasher in the approiate location, the location where it should of been when my Monte Carlo left the factory. The mounting squeese pin on on back of the turn signal flasher and it fits the hole for mounting just fine.
The turn signal flasher on a 2001 Monte Carlo is behind the hazard button on the instrument panel. You have to take out the instrument panel bezel to access it. I found this out through a Haynes repair manual for that car. I have to replace mine and did some research. The turn signals and hazard lights are both tied into the same flasher. Hope this helps.
