If you mean windows the operating system, it depends on the program, but normally the key combinations are control-c for copy, control-v for paste, and I forget the one for cut.
If you mean windows as in windows on a screen, normally in the toolbars if available and/or in menus. Both of these are normally towards the top of the screen.
They are in the home tab on the top left in Microsoft Word 2007 and later versions. The other option is to just right click. They are on the Standard toolbar in earlier versions and also on the Edit menu. You can also use the shortcut keys in any versions of Word Ctrl-C for copy, Ctrl-X for cut and Ctrl-V for Paste.

Yes. Copy and paste is a function of Windows, not just MS Word.
You can enable and disable the copy/paste option in Windows XP via certain software. These include Prevent, M File Anti-Copy or Stopper.
They are different because copy you can paste on as many times as you want, but cut takes it right out of the document.
I don't understand how you've lost copy and paste, but if it's a windows computer then you should be able to use ctrl + c for copy and ctrl + v for paste. Hope this helps :)
