1970's to 1980's had a Magnetic Probe receiver. Digital readout vs. using a Strobe inductive type. I own an 85' Chrysler 5th Ave 5.2L and I can't find actual timing marks so Magnetic Probe in my case is an alternative.
The harmonic balancer, or crank pulley, will have a line that matches up with marks either cast into the timing cover, or on a piece of metal bolted to the timing cover. It can be common for the piece of metal with marks to be missing. If that is the case, you have no real way to set timing.

Start the engine and point the timing light at the timing marks. The flashing timing light will cause the timing mark on the harmonic balancer appear to be stationary and aligned with the timing marker. It should be lined up with "10 BEFORE." If not, turn the distributor until it is. Turn off the engine and tighten down the distributor hold-down. Unhook the timing light.
