IF YOUR BLOWER ONLY RUNS ON SOME OF THE SPEEDS YOUR PROBLEM IS 99% OF THE TIME THE BLOWER RESISTOR LOCATED UNDER THE GLOVE BOX VERY EASY REPAIR. On my 2002 it is located on the air plenum just below the blower motor on the passenger side fire wall inside the engine compartment.
In the fan box behind the glove box.

Yes, located in the blower motor resistor pack. Follow the wires backward from the blower motor to find it.
On the right side under the dash, behind the glove box.
toyotas have a resistor bank in line with heater motor each speed has a different value resistor. there is no resistor on high speed. it is located on passenger side in heater duct I thank it has two screws holding it on when you get it out you will see the resistors burned
The blower resistor assembly is located on the heater case to the right of the bloser motor. - Haynes Repair Manual #36071, 1993-2005 Ford Ranger Pick-ups
Under the hood on the passengers side near the blower motor attached to the housing......... I'm pretty sure that's where the "Relay" is located not "Resistor". The resistor may be located under or behind the glovebox.
The blower motor relay only operates the high speed function. That relay would be in the fuse/relay center under the hood.
