During and after a storm. Waves are not usually possible to surf during a storm, but the waves created by the storm can be surfed after they leave the area of the storm. Northern hemisphere storms are more common during winter in the Northern hemisphere, and Southern Hemisphere storms are more common during the opposite season.

if your thinking tsunami's, tsunamis are actually only about 5-10 ft tall, the largest one ever recorded was about 16 ft high, but they last long.

i can give you a list of some of the biggest wave spots in the world though, since iv surfed them and been there myself.

pea'hi (jaws)- maui

teahupoo- maybe not the tallest, but the thickest, meanest, and most dangerous

waimea bay- almost a 40 foot vertical drop- north shore Oahu
