The relays are under the dash. The center panel of the dash can be lifted (press the button, lift up) to get access to the relays and fuses. Under the panel is the layout of the fuses and relays to identify their function.
The door lock relay box on a Previa is an orange box located just to the left of the steering column. You will have to remove the cover below the steering column to access the relay box.

The are 2 locations to look one being under the hood passenger side behide the head light and also drivers side kick panel above the fuse panel. You will have to remove the kick panel to get to the relays
Each light has a separate relay that should be mounted to the inner fender near each light. They are approx an inch square. There is also an isolator relay for both lights mounted on the radiator support. To get to it, the stock air cleaner box will have to be removed. The relay looks identical to the individual relays...but it's not the same internally.

I have the same problem. You need to replace the interior light relay located above the fuse panel. You have to pull the the kick panel off to get to them. It is located on the left side of 3 relays going up in a row. To find the right one, put the fuse in for the lights and pull the relays until your lights go out and that is the one that needs replaced.
