If you are talking about a Kombi it should be on the front pulley, which then lines up on a scale plate on the fan housing. The scale plate is held on by 2x 6mm bolts so someone may have removed it. Some European cars have the marks on the flywheel which you access by pulling out a small bung on the flywheel housing. The early Subarus use this method.
96 jetta timing marks
Timing marks are used to set the ignition, so that the spark plugs spark when the pistons are at the right position and moving in the right direction. The timing marks for your 1995 VW can be found on the front of the main pulley. The timing marks will be scattered around the outside of the main pulley.

Whw to set timing of vw polo classic 1.6 model
If this is an AEG motor, it's very easy. Just line up the marks. Otherwise, the marks at the trans can be somewhat ambiguous. It's best to have a professional do it.
