It should come with your Mac but you could probably get it on the app store for macs
An Internet connection is not required to run GarageBand on a Mac. It would only be required to download the music lessons available within GarageBand.
You can't download Garageband on a windows, it's a Macintosh application. Also, if you make music on it, exporting can only be done on a Macintosh. But of course, you buy a mac, you get garageband for free.
