Alternative answer if the computer isn't broken yet:
In Windows 7 there is a program called recdisc.exe in the system32 folder that is used to create a Repair Disc. It is possible that other Windows operating systems have something similar to that in their system32 folders if you don't have Windows 7, but that is not something I can confirm.
If you don't want to look through your system32 folder (it is a highly important folder that is essential to a lot of computer tasks), you can:
A) Press the Start icon in the bottom of your screen and type in the search box "Create a System Repair Disc"
B) Press the [Windows key] + [R] to open the Run window and type in "recdisc.exe"
Most Toshiba's have built in software to let you burn the disks yourself and a recovery partition can be accessed by pushing a button while booting(example: F8). If not, i will recommend you to buy them from Toshiba.

I can give you a link to get Ubuntu for free, all you have to do is download it, & get a program called Power ISO & burn the image to a CD-R Media.
