If it is the cheap sonix webcam (from eBuyer etc.) 6029 CIF XP driver that you need then search for "COMS_CH_XP_060928.zip". I got a good copy from "opendrivers". I have a copy of this zip file if you want: tonyatnajac.co.uk
Underneath the hood, the camera appears to be an asus cam (at least according to Windows XP Control Panel). Note that the "6029 CIF" links from many driver download sites eventually lead to downloading a setup.exe, supposedly for 6029 CIF but that didn't seem to work, installing AMCAP software instead.
Drivers for your Sonix webcam can be obtained from the manufacturer's official site for free. You can also get them from software download sites like Brothersoft.
Would that be Sonix or Sonix Pro? The Sonix is a grade down from the Sonix Pro. If you were asking me, I would tell you to get the Sonix Pro. Trust me... I own one. It is a great gun for the money.

Kinda hard to make a suggestion without knowing what kind of webcam you have. Your best bet is google "free webcam software" and you will find several sites with free software (including free downloads from the webcam manufacturer). You can then refine your search for your particular application and download.
I recommend you a simple software which meets you basic needs. Webcam Capture Studio is a webcam recorder software, it simulates a virtual webcam, when you have a Skype chat just do some settings. You can Google it or cope the URL here, and then paste it in your address bar.
Your webcam should have come with it's own software. If it didn't, then follow the instructions that came with it. If you don't have them, then try searching the internet for that specific webcam..

I went with EyeSpyFX's webcam software. It's worked really well so far. I'm using WebcamXP webcam software, and it's been great.
The effects are provided by the software being used by the webcam. With the right software any webcam will produce special effects
The webcam on a Mac is controlled by the software using it. Launch Photobooth, Facetime, iChat, iMovie or any other software that requires the camera and it will be activated.

If you have a built in webcam to your computer you will probably have a software in it where you can take pictures and videos. If not I'm pretty sure you can buy a software.
