Either by trial and errow. Pull each fuse out one at a time and try everything in your truck. Whatever does not work is controlled by that fuse. Or get a service manuel and look at the wiring diagram. The first is cheaper. The second is easier. One note. If you pull a fuse and everything works anyway It is proably the anti-lock brake fuse. On my 93 it is under the kick panel under the dash on the passenger side. Fairly easy to get to.
The screws that fasten the panels under the dash of a 1994 Chevy Lumina are Phillips screws. After you remove the screws, you will need to pry the panel off carefully since there are clips that also hold the panel on.
