First of all it means comedy of art or improvisational theatre. Plays were not scripted, free to watch, needed almost no props, there were about 8 to 10 actors and most importantly needed no actual theatre to be performed as they were held outside. It originated from ancient Roman comedy(Plautus, I suppose is a good example)and, as it cost less than traditional theatre, it was a good cheaper way of creative art expression.
