Voting is a communal activity and so therefore the location of a vote is in a public place. For example, you are voting in a local poll for a town. There be 3 or 4 voting locations where people can vote, often so it's easy for people to access the vote. One might be at a local spa, or another location could be the local religious establishment. So in essence, anywhere where the public can access.
