Yes, some people, especially in undeveloped countries, are known to eat dogs when other forms of meat are unavailable. China is one of the well-known countries where in some areas people still eat dog meat. As well as Vietnam, N and S Korea, and Taiwan (Vietnam and China also eat skunk meat!)
Outside of Asia, dog meat is eaten in some parts of Switzerland, Benin, Nigeria and Ghana.
