The casting number shows this to be a Ford 302 V8 made in 1978.
1984 Ford 351/302 crankshaft balancer (vibration damper). The 351 had a 28 oz and the 302 had a 50 oz damper.

casting number 3970010 is a 350 block from 1969 - 1979 but in 1969 302 and 327 have the same casting # and im not to sure about the other #
