Typically to the head of the organization to whom the petition applies. For instance, if you are collecting signatures to protest a change of city policy, you would present the signed petitions to the city council or the office of the mayor, whomever is higher on the political food chain. If you are seeking to change a state law, you would present the signed petitions to the state legislature or the office of the Attorney General or the Governor.
