It is from imagination and experience that the Wizard gets his idea in "The Wizard of Oz."

Specifically, the Wizard draws on his fertile imagination and scamming experience when it comes to ideas as to how to grant the expressed wishes of the Cowardly Lion, the Scarecrow and the Woodman. He just needs to figure which bogus items to use in scamming the three into believing that they are receiving what they already have inside of them in terms of courage, brains and a heart. But Dorothy's wish to get back to Kansas requires something concrete. The Wizard therefore turns to his own long held desire to leave the stresses of scamming an entire people and to go back home to the midwestern United States of America.
