This caused an international outcry, particularly in the USA, as the Lusitania was unarmed and many Americans were on board. The Germans claimed that the Lusitania was carrying arms to aid the British and this was strongly denied at the time. However, we now know that she was indeed carrying arms and therefore a legitimate target.
