your best bet is to go to your nearest local bike shop. Search bike shop on Google maps. If he is just starting out, you probably want to try to get him a cheap bike from Walmart. dont. local bike shops will carry real bike brands, not crappy sub standard bike- shaped objects like walmart or target does. some brands that have decent entry level road bikes include Trek, Specialized, Cannondale, Raliegh, Giant, Felt, and many more. Chances are, if the bike brand is GMC or some crap like that, its a bad bike. You can try Craigslist, but youll more than likely wind up with a bad bike if you dont know what you're doing.
A good bike to use in a time trial road race would have to be a time trial bike. It is a racing bike that is designed for use in a individual race. They do have racing bikes also.
Look on bikesdirect.com, they have really good deals on bikes.

It's a place where a bike lane has to cross a road. Does the same thing for bike riders as as zebra crossings do for pedestrians, provides a designated place to cross a road where car drivers can expect them which makes crossings safer for all.
If you haven't ridden a bike before at all I'd suggest that you don't start with a fixie. If you already know how to ride, and want to take up fixie riding, then go for a bike with front + rear brakes and good pedal-to-ground clearance(=short cranks).
