The vacum actuator is located under the battery tray on the passanger side. You must remove the battery, then unbolt the battery tray and remove it. The actuator is right there. This is, in my opinion, eledgable for an award for "Worst design flaw ever", as it is an almost completely exposed rubber diaphragm about the thickness of a latex exam glove, and this is supposed to put you in, and keep you in 4WD! It can be bypassed by installing a posi-lock cable, if you don't mind adding to your interior decor.
To bypass this idiotic system takes:
A power takeoff (PTO) cable that locks, and fabricating a couple of brackets and plugging a vacum line.
It is a superior system to the factory nightmare, and adds a wonderful feature of having 2 wheel LOW. For 4WD, simply select either high or low range on the dash button, pull the PTO cable and twist....now you are in 4WD. And things like cold water won't effect it and cause it to slip out of 4WD. PLUS...You can select 4WD low range, and NOT lock the cable, and you will have a posi rear, leaving your wheels free in front for better steering. This works great when maneuvering a trailer, or navigating tight spots.

You didn't mention what year Blazer you have but in most cases the blend door actuator is located on top of the HVAC box that is located behind the dash assembly. Unfortunately, the entire dash assembly must be removed to gain access to it.
