On my 1995 Town Car, it's a small computer board mounted ahead of (behind) the glove box. If you unscrew the glove box you can remove it, and access the control module. I suspect the same would be true on a '98.
Some related comments: If you are going to switch your rear suspension from air bags to springs, you will get an idiot light about your suspension on your dash. There are a couple of ways to address this: One is to remove the fuse that powers the control unit...that's NOT a good way to do it (at least not on my '95.) Why? Because that fuse and the control module mentioned ALSO has circuitry that controls the variable Power Steering. Removing the fuse makes the power steering at full boost all the time...very light to the touch steering, but very easy to oversteer. The BETTER way is to cut a wire that leave the control module, that will disable the idiot light. If you need to go this route write me and I'll try to look up which wire it is that you need to cut, I have it in my records (somewhere.)
