The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.
At the lowest point inside the oil pan.

The 1998 Dodge Neon does not have a relay. It does have a blower motor resistor that could be bad.
There is none - usually it is the module in the top of the heater / blower box (resistor module) that is the problem.
The blower resistor is UNDER the maxifuse center on the engine firewall. The maxifuse center needs to be removed with 2 bolts and the resistor is in the top of the blower heater assembly held in place with 4 screws. Difficult to get to but can be done.

If the blower works on some speeds and not on others, you may not need a motor. Instead, you may only need a new blower motor resistor.
