The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.
The 1998 Dodge Neon does not have a relay. It does have a blower motor resistor that could be bad.
The blower fan motor is worn out.

It is on the evaporator case and is held in with 2 screws.
On the side of the transmission
It's in the resistor block, which in the diagrams comes right after the fan control switch

There isnt a fuse on a 98 durango, there is a Relay under the hood for the Horn Relay
Not easily. The 4.7 uses a different trans, computer, wiring, etc.
probably because you need new oil and Durango's are known to overheat.
