move your throttle cable and follow it to the carb. See how is moves?? There is a screw right there. That's the idle adjustment screw. Move it in and it speeds up. back if out and the idle will slow down
on the carb there is a plate that moves when you throttle up and returns to a stop screw when throttled down. This stop screw is the idle adjustment, turn it in until you reach your desired idle rpm.
Too much engine oil could be the problem.
You may have clogged jet in the carb, or in the small fuel filter. Check everything from the tank down to carb, and if necessary take carb apart.

The float valve is probably stuck open.
There are two bolts holding it on to the block. You may have to remove some shrouds to get to it.
