Try looking on the passenger side of the radiator a few inches below the cap. It should be square and have a connector on the bottom. The flat side is facing the motor. It is possible that it may also be in the recovery tank. My friend is having the same problem on his 99 Buick century 3100 and I found his on the rad as mentioned above.
Coolant Recovery Reservoir. There is no sensor in the coolant recovery tank on a 1998 Buick Regal.
You coolant level sensor has stopped working, my 93 olds regency is doing the same thing. You will need to goto the a Buick/GM dealership to get the part, it plugs into the side of the radiator.
It is located in the bottom of coolant bottle.

The coolant level sensor is about three inches below the coolant cap on the back side of the radiator. It is a 1.5 X 1.5 inch box with an electrical plug going into the bottom of it.
Make sure it really is low on coolant by checking the coolant when engine is off. If the level is up to par, then the sensor may be bad.

it is in the middle of the radiator resevior
Not positive, but there is something attached to the bottom of the coolant tank, maybe that's it.
