Fuel pump is on front corner of block if carbureted there is no in tank pump
The fuel pump is located at the fuel tank. To access it you need to remove a metal cover containing the fuel tank and pump.
There is one on the carburetor just behind where the fuel line enters. You will need a 1" wrench to remove the piece securing you. I understand there is another one, but I have not located it as yet. It my be attached along the fuel lines, or in the tank.
The location of the fuel pump relay on 1983 Rabbit GTI is in the fuse box located between the pedals and the steering wheel, you will have to remove a plastic cover to acces the fuse box
I have an 83;fuel filter is inside the electric fuel pump beneath the the passenger door mounted on the frame. Mine needed a 17mm socket to remove the bottom of the pump housing.Thats the only fuel filter I know of.

The fuel pump relay on a 1983 Mitsubishi is inside the engine compartment. It is part of a set of relays on the fender wall near the battery.
Just one located near to the fuel tank.
At least for my 83 V65 the fuel pump rests directly beneath the seat and above the pivot for the rear swing arm. Access it from the top, remove the two bolts on either side from the top, disconnect the power, turn off the fuel petcock, and disconnect fuel lines to remove the pump.
Sounds like it's running out of fuel. Check fuel filter, vacuum leaks, fuel pump, etc.

I don't have an 83 VW Rabbit, but yours may be suffering from possible fuel starvation because of the fuel pump. A cheap source for a replacement would be a junkyard, although fuel pumps are relatively inexpensive - it's the labor that will determine whether it is more cost effective to purchase a newer vehicle.
There was one on my 83 Chevy S10 2.8L V6.
