just worked on a 95 Dakota it was on the firewall in the engine comp. Has a wire connector & is just over the pass side valve cover

If a heater fan is not working on a Toyota RAV4, the problem might be with the blower motor resistor. The blower motor resistor is either on the firewall next to the heater motor or in the dash on the passenger side above the heater core.
The blower motor resistor is bad and goes to high fan.
You'll find the heater blower motor resistor in the heater/air conditioner compartment. This compartment is location underneath the dashboard. This is the part that allows the heater blower motor to change the fan's speed.

its easier to undo the motor and test that if that isn't working then it will more than likely be the resistor
