Fuel cutoff is located in passenger kick panel. It is designed to trip in case of major collision.
If you mean for an aftermarket alarm. It could be anywhere... Wherever the installer / owner wanted it.

I might be wrong, but I think the "kill switch" is a part of ECU.
The Inertia Fuel Shut Off Switch on that 06 Expedition is located on driver side rear cargo area behind the trim.
