It's not, really. That is, atomic number 1 has symbol H, but there isn't any "rule" for determining what the symbol is given the atomic number; you just have know them.

Some of the synthetic transuranic elements do not have formally recognized names or symbols yet, and there IS a systematic naming scheme for these; the symbol will have three letters, and each letter will represent one of the digits in the atomic number (0 = n, 1 = u, 2 = b, 3 = t, 4 = q, 5 = p, 6 = h, 7 = s, 8 = o, 9 = e). So a hypothetical element with Z = 134 would have the symbol Utq.
