Its under the glove box under the cover up in the dash next to a casing that's round. That's the blower, the blower has a black and red wire coming from it and it connects to the relay switch. The relay switch has a connector in it that you should unhook that has about ten wires coming from it. Unhook all the two connections on the switch itself has three screws holding it in place.
Either the blower motor fan switch is bad or the blower motor resistor pack is defective. It is more than likely the blower motor resistor pack.

I have a 95 Buick LaSabre Custom and the blower motor is located in the engine compartment center of where the dashboard would be. It has a electric plug attached to it and 5 bolts that hold the motor in place.
You probbably have controler problems but the resistor is on the evaporator case.
blower motor resistor may be located in the blower motor housing, under dash on passenger side, motor brushes may be the issue rather than the resister, suggest check voltage to motor...
Could be a blown fuse. Make sure the blower motor is not burnt out. Could be a bad relay switch. Make sure your dash controls are working properly.
