On the drivers side of the trans case, mid way twords the top. It's a screw-in switch with a two wire connector- one to the fuse the other to the lamps.
Just to the right of your headlight switch on your dash is a gauge panel dimmer wheel switch , when that is rotated all the way up it turns on the courtesy lights , and I believe that will also turn on the cargo lights
Start with the headlamp switch.
According to the 1999 Ford Ranger Owner Guide : The fuel pump inertia switch is in the front passenger's footwell , behind the kick panel
Pull out slightly on the headlight switch. If the fog lights do not respond you need to replace the switch.

If the bulbs are good, check your stop light switch.
The switch is probably bad or you aren't turning the knob all the way off.

In the right front passenger footwell , behind the kick panel ( according to the owners manual )
On a 99 ford Ranger it is located right next the radio on the drivers side behind the dash. Remove the radio and you will see in bolted on the left side of the radio hole.
