If the vehicle is equiped with only rear abs then the rear speed sensor is mounted at the top of the rear differential housing with one mounting bolt and a two wire connector. If the vehicle has 4 wheel abs then there are 3 speed sensors, the rear the same as stated above, the front speed sensors are mounted to the hub and bearing assembly. Just follow the wire that is mounted to the frame in the wheel well area, one end has a connector the other is bolted to the hub.
The 2004 Ford Explorer ABS speed sensor will cost approximately $65, at a Ford dealership. A discount auto-parts store might offer a cheaper price for the speed sensor.

The sensor on a 1998 Ford F150 4x2 is on the rear differential. The 1998 was rear wheel ABS only so don't bother looking for any front sensors.
Might be part of the wheel bearing.

The ABS Sensor is located inside of the hub, which is replacable only by replacing the entire hub assembly as a unit.

My 1995 Ford Explorer does that also , I had it checked out and the mechanic / technician figured I had an ABS sensor screwing up , but until the ABS light comes on there is no way of telling which ABS sensor is the problem
