The PCM is located in the actual engine bay on a 2000 Chrysler Sebring. It is mounted vertically next to the battery tray.
It is on the passenger's side fender well under the air filter housing
The last Chrysler New Yorker was made in 1996. A 1999 Chrysler has computers under the hood and inside the vehicle.
Most likely their is a short or an open in the wiring harness to the ECM

The 1997 Ford Ranger ECM computer is located behind the dashboard. The computer will be on the passenger side of the passenger compartment.
The "governor" on this car isn't a part that can be removed. The vehicle's ECM is programmed to cut the fuel supply once the vehicle reaches a pre-determined speed. For my 2005 Sebring, that speed is set at 190 km/hr. In theory, it is possible to reprogram the ECM, and there are companies that offer power programmers for certain higher performance vehicles, such as a Magnum, or 300. However, to the best of my knowledge, no programmers are available for the Sebring. You'd have to be a programming genius, and rather stupid, at the same time, to attempt any kind of modification to your ECM on your own.
A fuse blows when the current in the circuit passes what the fuse is rated at. If you are blowing the ECM/starter fuse, the starter is probably bad.
The engine computer is inside the driver side fender.
you will find ECM center front (inside car ) on the floor hide by black plastic.

On almost all Concorde the ECM/PCM is located in the engine bay on the right hand side under the air filter box. The TCM is located in the engine bay on the left hand side near the battery.

If the same engineand, if both either have theft alarm or neither have theft alarm then it may work.
Should be under the hood on the pasenger side.

Remove 20 Amp fuse in the power distribution center located in cavity B.
the ecm is the ecu its located under the glove box well to the side were you place your feet there is some plastic by the door remove the one under the glove box and you will see it!
In the fuse holder , look at you owners manual.
It is in the fuse box. It will be a red 10 amp fuse.
The transmission range sensor tells the ecm (electronic control module - the cars computer) which shift position the shifter is in (ie= PARK, REVERSE, NEUTRAL, DRIVE, 3, 2, 1).
It's right beside the accelerator pedal.Just unscrew the panel and voila!
