I believe the law states that all vehicles built in or for the united states have a standard OBDII connector within 1 foot of the steering column.
look under the dash on the drivers side and you will find it.
The 1998 Nissan Frontier OBD 2 port is under driver side dash near fuse cover

The 2001 Nissan Maxima OBD 2 port is under driver side dash below steering column
at the driver side underneath the steering wheel.

The 2001 Kia Rio OBD 2 port is on lower dash above accelerator pedal
It is under the dash on the driver side.
