The PCV valve on a 1.8 engine New Beetle is located underneath near the left end of the intake manifold at the top of that rubber TEE connection.
Take your time and remove the the required clamps, It's a plastic valve that fits inside the Tee. Wiggle it and pull it out.
Make sure that the area is clear so that nothing falls in there, replacing the surrounding hoses and rubber TEE might not be a bad idea while you're in there.
