The PCV is usually located in the valve cover(s). They just slip into a rubber grommet; no tools required.

Yes. The PCV valve is attached to the intake by a hose and is located in the valve cover and held by a plastic retainer. Use a pair of pliers to loosen the PCV valve retainer. Unthread the retainer from the valve cover to expose the PCV valve. Pull the PCV valve from the valve cover grommet and remove the valve from the hose.
They didn't make and Si in 1998. The PCV valve is on 1998 Civic SI's are located on the bottom of the intake manifold. It is acessed from the bottom of the car, you have to remove the oil filter to reach it.

It's located at the front of the passenger front fender, inside the plastic splash shield. You would need to remove the horn to get to it.
