The circled-R trade mark symbol is not included in the standard or extended ASCII character sets, however some font sets include it as alt-174. You would press the "alt" key, then type 174 on the numeric keypad only. When you release the "alt" key the special character appears. If you get « then it is not included in your standard character set. Also Alt-169 is sometimes used for circled C.
There are many other characters that can't be seen on the keyboard but can be typed using the method described. Please note that keypad numbers an small keyboards like net-books are typed using the "Fn" key and the blue numbers on some letter keys.
