Look at the upper end of the brake pedal under the dash area. This how to change the switch. I just did mine with a help of a friend.
First,remove the plastic panel from underneath the steering column (do not forget to remove two screws holding the hood release latch)and the supporting metal bracket.
Second, remove two screws for a switch mounted on the steering column and 2/3 of the way where the brake paddle touches.
Third, now uoy have a clear way to remove the swich, remove the connector and looses the nut it is a little bit hard because the space is tight but with patience you will get it
Finally, put the new switch on and good luck with putting all the screws back wher they belong. Tools you need a philips, straight screw drives, 10" and 12" socket. a 10,12,13 and 14 MM renches.

if i can remember right and most Toyota are the same around the 1993 and 1996 range ,you will find the signal relay switch behind the dash ,
Toyota previa fuse box located in the top center of the dash. look near where the air conditioning switch should be. you will see a small tab press this and lift the entire top panel up
try checking main fuse box located in top of dashboard release clip located just above where the ac switch is (or would be if the vehicle doesnt have ac fitted)
