my 1998 vr6 jetta gets approximately 23 mpg in city driving with 5 speed transmission.
The thermostat on a VW Jetta VR6 is replaced by removing the upper radiator hose and unbolting the radiator housing. The thermostat is then removed from its housing and a new thermostat installed.

the thermostat is located towards the bottom of the engine you can recognize it by a cable that connects to the front of the middle of the engine and in order to replace it you pretty much have to take the front of the car off
