The vacuum pod should be under the battery tray on the passenger side. Usually the pod itself is good but the cable from it to the differential gets kinked or rots from battery acid. If you have small hands you can reach it and squeze it to see if the cable is moving!

The vacuum actuator is on the right side of the axle. The electrical switch is on the actuator. The vacuum switch is on the top of the transfer case.
If equipped, it is on the top of the transfer case and has four vacuum lines plugged into it.
The 2001 Chevy Blazer vacuum switch solenoid can be found on the firewall in the engine compartment. The vacuum switch solenoid will be on the passenger side of the firewall.
When this happened to me it was the three vacuum hoses on the transfer case switch were on wrong. There is a nipple on the switch and a hole in the vacuum hoses.
