I have a 96 and it is directly under the wheel. My turn signals do not work at all. I am having a hellofa time with it.
The flasher relay switch is located below the dashboard on the drivers side of the passenger compartment. The flasher unit is round and about the size of a half dollar. The unit simply plugs in and out.
There are three that I know of. Another post lists a fourth which I can not confirm. 1 & 2 - Under the hood along the drivers side of the engine compartment. They are over the wheel well and right next to the battery. 3 - The turn signal flasher, and another fuse are located inside the car right next to the drivers left foot. They are hidden by a piece of plastic that surrounds the hood release lever. 4 - I have read that there may be another behind the glove compartment. I have not looked, and can not confirm this one. I don't know why they need so many!!! !#&$%@$#!!!
The Signal Flasher is on the back side of the Fuse Panel. To access it, remove the fuse panel cover in the driver side end of the instrument panel (you can see it when you open the door). You will have to disengage the fuse panel from its mounting clips and work it to where you can turn it face down to access the flasher mounted to the backside. A pain in the butt! I looked under there, and decided to try something different. I removed the two 7mm hex screws holding the lower dash fascia, and pulled the fascia off. The flasher was right there. Still a bit difficult to remove, but fairly straightforward.

Round, metal, silver colored, about 1 inch in diameter and 1 inch deep. Will have 3 blade connectors. It can also be green plastic.
If your left turn signal is stuck, I recommend you have it looked at by a repairman.
it it located on drivers side frame rail just in front of rear tire, $9.99 at auto zone
I looked in the fuse box under the hood or in the side nothing there. I didn't see it under the steering wheel but it is kinda dark under there so i may have missed it..... any ideas?
It is located inside the frame rail in front of the gas tank on the drivers side. I have an 03 and just looked, also looks like it has quick connects on it which should make it easy to change.
Have you looked in the BIOS? Do you have the right drivers installed?
1999 Chevy Venture I have the same problem as alot of others , my directional flashes intermintently and i looked for the flasher and did not find one. Under the dash, mounted on the left side above the emergency brake is a factory sealed control unit , I seem to think the flasher unit is in there, you can usually feel the clicking by puting your hand on it ,but I can't feel anything. As usual, the best place to look is in the owner's manual, under dash board lay out or electrical system diagram. If you don't have one, buy one, it will save you money in the long run.
