On obd2 the rev limiter is in the ecm and works by dropping off cylinders to maintain rev limit.
it will plug straight in as i done it with my mk2 golf and it plugged straight in and worked and my mate done it with his mk3 there will be wires for it i hope this helps

Mine did the same thing - cured by a new distributor after computer diagnosis by VW main agent. Not cheap!
