jack the back of the bike up and remove the oil plug!
A drain plug for a spark plug? Now why would there be? What would you drain from a spark plug.... the spark? If you're referring to a plug for the spark plug socket, I'm sure you could find something that would fit that would keep out debris while you let you engine sit without plugs. (Why??)
at the end of the spark plug wires
A 1999 Suzuki King Quad 300 should have a spark plug gap of .028 inches. A spark plug for this vehicle should cost about $2.20.

It sounds like your spark plug needs to be replaced, or you just have no gas in it.
where is the location of the vin number on a 250 king quad
I am not 100% certain, and I am no mechanic; However, I have always used 0.028" on my 1996 Suzuki King Quads with no problems.
I have a 2001 250 quad runner. I just finished changing my oil. You must jack up the rear end of the ATV and put jack stands underneath to supportit. Remove the back right tire. The oil drain plug is is underneath the engine on the right side and requires a 14mm socket for removal. Remove plug and let drain. The filter is behind a cover that is retained by 3 bolts in a triangle pattern that require a 10mm socket for removal. After drainage, replace the filter, cover, retaining bolts/nuts, and drain plug. Refill with the manufacturer recommended oil and replace the tire. I have a 2001 250 quad runner. I just finished changing my oil.
