even with the tensioner loosened all the way i still cannot get the belt on. Any suggestions on how to get the belt on?

The 1993 Mazda. reverse light switch is located below the shifter column. The relay switch can be seen by removing the center console.

This year Mazda protege does not have a serpentine belt. It has two belts, one for the alternator/water pump, and the other for the power steering and a/c.
you can't fix a sensor, you can replace one by removing it and installing the new one...:)
One of the components driven by the belt or the tensioner has bearings that are going bad or the unit itself like alternator, power steering pump, or water pump are going bad. If it has a manual tensioner it is possible that it was overtightened as well.

This is a very tedious job. The entire front of the engine basically has to be dis-assembled, this includes removing the timing belt and tensioner. Then you will see the bolts that hold the water pump in place.
Most likely there is a spring loaded device called a belt tensioner. There is a pulley on it with a bolt or square inset in it. sometime a socket or 3/8" drive extention can be used to move the pulley and release the tension on the belt.

The L3-VE is an 4 Cylinder (I4) DOHC engine with variable valve timing rated at 160 HP @ 6000 RPM. The belt tensioner pulley is on the bottom right side of the engine. (As viewed from the -engine- front. IE. standing at passenger side fender looking into the engine compartment.
