The Chiltons manual states it is located at the top left of the transaxle (drivers side). However the manual does not visually show it. To locate, you will need to remove the front left tire. With the tire removed, you can see it on the transaxle just above the boot covering the axle joint. To access it, remove the plastic panel on the inside of the wheel-well (5 screws and a plastic clip). Chiltons states the switch uses 24lbs of torque, but was able to loosen mine by hand, otherwise a 3/4" deep-socket or box end wrench will work.

you change the manual transmission fluid in a '99 cavalier simply by removing the transmission drain plug and allowing all the fluid to drain then replace the plug and refill with Syncromesh transmission fluid(that is the fluid recommended by Chevy for use in your transmission) It should take 2 quarts.
