There are two locations for the blower in a 2001 Jeep Wrangler. Prior to removing the blower, the electrical connector should be disconnected from the blower.
In early to late models you find it in the engine compartment behind the battery. Remove the battery and you'll be able to unbolt it.
In late models for that year it is located on the passenger side forward of the glove compartment. The connector has a locking device which must be unlatched prior to removing the connector. (DO NOT DO THIS IF IT IS COLD OR YOU WILL SNAP THE TAB!!!) To remove the blower, depress the locking tab, which is located on the forward edge of the blower assembly, and rotate the blower in a clockwise direction.

In a 1997 Jeep Wrangler, the relay switch for the heater blower and motor is located behind the dash. It will be directly behind the HVAC knobs behind the dashboard.
Attach a wire with a terminal loop to one of the mounting bolts on the blower motor attach the other end to any unpainted metal part in the engine compartment
Either your switch is messed up, or more likely the blower motor resistor is bad.
Take the old one out and put the new one in.
If it works on some speeds and not others, the most likely problem is a defective Blower Motor Resistor Pack. It is located near the blower motor.
Replace the blower motor resistor.
