If it were a blown fuse, it wouldn't turn on at all. What you'd be looking for isn't a fuse, anyhow - it's a relay, and a faulty relay is a possible cause of the problem. Shorted hot wires or faulty ground wires are another possibility. The blower motor itself might be on its way out, as well.
