Passenger side of the dash, get at it from the underside of the dash. There will be 2 wires, 1 blue and 1 black going into it to identify. 3 screws hold in the cover, then 3 screws for the motor itself.
This in INCORRECT. It's on the firewall in the engine compartment, no screws - rather it has clips that hold it in. This is confirmed by direct observation of a 2000 Chrysler T&C (my van).
