A 1998 Cadillac Deville does not have a blower relay. The system has a fuse and a controller to feed power to the blower motor.
The 1998 Rav 4 blower motor relay switch is located in the engine compartment on the firewall. The blower motor relay switch will be on the passenger side of the firewall.

check for voltage at the blower motor on all settings. if no voltage check the blower motor resistor or relay. if it has a resistor it will be right beside the blower motor, if it has a relay it will be the relay on the firewall under the hood.it will probably have a purple,orange,blue,and black wires.

The relay is in the lower row of relays in the fuse box. It is in the third relay hole, the first hole is probably unused.
I would check the fuse first. I take it that the blower motor doesn't work in any speed setting. Switch could be bad. I am not sure if blower has a relay. Owners manual should show all fuse and relay locations.
